De acordo com o portal Argus, especializado em assuntos de energia, em causa está um acordo celebrado em 2019 prevendo a exportação para a Indonésia de um milhão de mtpa (milhões de toneladas por ano) de gás natural por ano, ao longo de 20 anos.
“Não há nenhuma [penalidade] porque é por força maior, por isso é um acordo [rescindindo o contrato] entre as duas partes”, disse um porta-voz da Pertamina, citado pelo mesmo portal.
O terminal de gás natural que a TotalEnergies começou a construir em Cabo Delgado, norte de Moçambique, está orçado em mais de 20 mil milhões de dólares, sendo considerado um dos maiores investimentos do género em África, mas a obra está parada desde 2021, na sequência dos ataques terroristas naquela província.
O mesmo portal recorda que este é o primeiro cancelamento conhecido de um acordo para exportação de gás a partir daquele terminal, cujo início da operação comercial está prevista para 2028.
A petrolífera francesa TotalEnergies planeia recomeçar as obras de construção de uma central de gás natural liquefeito ainda este ano, anunciou em setembro o presidente da empresa numa conferência com analistas, considerando que “a situação melhorou claramente”.
Patrick Pouyanne disse que considerava que a situação de insegurança que levou à suspensão dos trabalhos em 2021 “melhorou claramente”, permitindo o recomeço dos trabalhos na província de Cabo Delgado ainda este ano.
Moçambique tem três projetos de desenvolvimento aprovados para exploração das reservas de gás natural da bacia do Rovuma, classificadas entre as maiores do mundo, ao largo da costa de Cabo Delgado.
Dois desses projetos têm maior dimensão e preveem canalizar o gás do fundo do mar para terra, arrefecendo-o numa fábrica para o exportar por via marítima em estado líquido.
Um é liderado pela TotalEnergies (consórcio da Área 1) e as obras avançaram até à suspensão por tempo indeterminado, após um ataque armado a Palma, em março de 2021, altura em que a energética francesa declarou que só retomaria os trabalhos quando a zona fosse segura.
O outro é o investimento ainda sem anúncio à vista liderado pela ExxonMobil e Eni (consórcio da Área 4).
Um terceiro projeto concluído e de menor dimensão pertence também ao consórcio da Área 4 e consiste numa plataforma flutuante de captação e processamento de gás para exportação, diretamente no mar, que arrancou em novembro de 2022.
A plataforma flutuante deverá produzir 3,4 mtpa de gás natural liquefeito, a Área 1 aponta para 13,12 mtpa e o plano em terra da Área 4 prevê 15 mtpa.
A província de Cabo Delgado enfrenta há seis anos uma insurgência armada com alguns ataques reclamados pelo grupo extremista Estado Islâmico, que levou a uma resposta militar desde julho de 2021, com apoio do Ruanda e da Comunidade para o Desenvolvimento da África Austral (SADC), libertando distritos junto aos projetos de gás.
O conflito já fez um milhão de deslocados, de acordo com o Alto-Comissariado das Nações Unidas para os Refugiados (ACNUR), e cerca de 4.000 mortes, segundo o projeto de registo de conflitos ACLED. (NM COM LUSA)
