Em visita oficial a Maputo, a vice-ministra e Secretária de Estado do Ministério Federal das Relações Exteriores da Alemanha, Katja Keul , rejeitou a possibilidade do Governo alemão oferecer suporte na resolução de disputas sobre indenizações para antigos trabalhadores da extinta República Democrática Alemã ( RDA), conhecido como ” madgermanes “.
Keul afirmou que a Alemanha não reconhece qualquer dívida pendente em relação a esses trabalhadores, destacando que “essas dívidas foram anuladas pelo Estado de Moçambique na época, de forma que, da parte da Alemanha, os compromissos foram cumpridos”.
A ministra explicou que todos os pagamentos anteriores a Moçambique relacionados com os “madgermanes” estavam em conformidade com os termos acordados entre os dois países. No entanto, salientou que há questões em aberto relacionadas às reformas desses trabalhadores, incluídas devido aos limites de idade para aposentadoria na Alemanha , fixadas em 67 anos, idade que nenhum dos trabalhadores.
Keul relatou que os moçambicanos que retornaram da RDA não cumpriram o período regular de contribuições para a segurança social na Alemanha , acrescentando: “É preciso ter pago durante, pelo menos, 5 anos, e muitos trabalhadores contratados possivelmente não permaneceram por cinco anos na Alemanha .”
Apoio social
Apesar da recusa em apoiar indenizações , a Alemanha anunciou sua intenção de fornecer apoio social, com foco na reunificação de crianças nascidas na Alemanha com seus pais e no estabelecimento de vínculos com suas origens.
Katja Keul planeia visitar as províncias do norte de Moçambique, com destaque para Cabo Delgado, onde se reunirá com as forças militares locais. Embora sem valores divulgados específicos, o ministério pretende que o governo alemão pretenda disponibilizar financiamento para ajudar Moçambique na resposta ao terrorismo.
“Participamos não apenas financeiramente nas missões militares, na SADC e na missão ruandesa, mas apoiamos também projetos civis de estabilização para apoiar a presença do estado e a coesão da sociedade.”
Além disso, foi anunciado que Alemanha e Moçambique concordaram em adotar medidas conjuntas nos próximos anos para enfrentar os desafios das mudanças climáticas, fortalecendo a cooperação bilateral em questões ambientais e promovendo a sustentabilidade.
“Apoiamos a resiliência tanto a nível nacional como internacional. Temos projetos em que apoiamos cidades moçambicanas na proteção costeira. E nos empenhamos também em apoiar medidas de adaptação às mudanças climáticas dos nossos parceiros e disponibilizamos meios para tal.”
A Alemanha e Moçambique mantêm uma extensa história de cooperação bilateral em diversos domínios, com destaque para questões relacionadas com governança, gestão de fundos públicos, e formação profissional, entre outros. (DW)
