Um relatório divulgado hoje pelo Consórcio Internacional para Políticas sobre Drogas (IDPC) expôs o fracasso dramático da atual estratégia das Nações Unidas (ONU) para alcançar um “mundo sem drogas” e o devastador consequências da “guerra às drogas” que sustenta. O relatório insta a comunidade internacional a apelar a uma reforma urgente.
O relatório, Fora do caminho: Relatório sombra para a revisão intercalar da Declaração Ministerial sobre Drogas de 2019 , detalha o fracasso global abjecto em alcançar qualquer um dos objectivos centrais da actual estratégia da ONU – a Declaração Ministerial sobre Drogas de 2019. Em vez disso, os esforços de controlo das drogas resultaram em consequências devastadoras para a segurança, a saúde e os direitos humanos de milhões de pessoas.
“Estamos a meio caminho da actual estratégia global de 10 anos sobre drogas, mas não houve nenhum esforço por parte dos governos para realizar uma avaliação séria. Quando os governos se reunirem na ONU em Março de 2024, é provável que mais uma vez aprovem a continuação da catastrófica “guerra às drogas” que ninguém acredita que terá sucesso”, disse Ann Fordham, Directora Executiva do IDPC. “O nosso relatório preenche o vazio e traz provas que apoiam o debate da ONU sobre drogas. Os governos não podem continuar a fugir de décadas de fracasso e devem corrigir urgentemente o rumo. O seu contínuo abandono do dever será amargamente suportado pelas comunidades em todo o mundo.”
Utilizando dados abrangentes da ONU, do governo, de fontes académicas e da sociedade civil, o relatório representa a única avaliação abrangente da política global de drogas e ilustra o seu colapso em todo o sistema:
- Apesar dos milhares de milhões gastos todos os anos para reduzir os mercados e a disponibilidade de drogas, o número de pessoas que consomem drogas aumentou de 271 para 296 milhões em quatro anos, atingindo um recorde histórico.
- As últimas estimativas globais sobre mortes relacionadas com o consumo de drogas atingiram 494.000 só em 2019 (os últimos dados globais disponíveis), com um aumento nas mortes por overdose.
- O número de pessoas executadas por crimes relacionados com drogas, em flagrante violação do direito internacional, aumentou 213% entre 2019 e 2022.
- Impulsionado por leis punitivas sobre drogas, o número de pessoas encarceradas em todo o mundo aumentou de 10,74 milhões para 11,5 milhões entre 2018 e 2023 – com mais de 2 milhões presas por crimes relacionados com drogas.
- Globalmente, apenas uma em cada cinco pessoas com dependência de drogas tem acesso a tratamento.
- A disparidade chocante no acesso a medicamentos controlados continua, com mais de 82% da população mundial a ter acesso a menos de 17% da morfina mundial.
À medida que esta catástrofe se desenrola, o consenso de longa data por trás da proibição global está a fragmentar-se.
