“Mantém-se a tendência de aceleração do endividamento público interno”, lê-se num relatório do banco central sobre a conjuntura económica, a que a Lusa teve hoje acesso, que coloca esse ‘stock’ de endividamento total, até setembro, em mais de 321.091 milhões de meticais (4.759 milhões de euros).
Destacando-se, explica-se ainda, o recurso ao financiamento junto do Banco de Moçambique e a emissões de obrigações do Tesouro.
“No curto prazo, perspetiva-se que este cenário se mantenha, tendo em conta a limitada arrecadação de receitas fiscais, não obstante a melhoria dos desembolsos de recursos externos por parte dos parceiros internacionais”, lê-se igualmente no relatório.
Moçambique colocou em 19 de setembro mais 3.509 milhões de meticais (51,2 milhões de euros) numa única emissão de Obrigações do Tesouro, através da Bolsa de Valores de Moçambique (BVM), com a procura a exceder a oferta.
Em causa está uma operação para subscrição direta pelos Operadores Especializados em Obrigações do Tesouro (OEOT) de até 3.509 milhões de meticais – que foi totalmente preenchida -, relativa à oitava série de Obrigações do Tesouro 2023, sendo a primeira operação do género em setembro.
A procura global desta emissão foi 4.369 milhões de meticais (63,8 milhões de euros), “tendo a relação procura e oferta sido de 124,51%, com a taxa mínima de 16,000% e a máxima de 21,000%”, numa operação com maturidade de 10 anos e taxa juro fixa de 16%.
Moçambique já colocou desde janeiro, através da bolsa de valores, 28.910 milhões de meticais (422,3 milhões de euros) em Obrigações do Tesouro, tendo disponibilidade legal para emitir mais 7.738 milhões de meticais (113 milhões de euros) até final do ano.
De acordo com o diploma 14/2023, do Ministério da Economia e Finanças, de 18 de janeiro, a emissão de Obrigações do Tesouro (OT) – dívida pública emitida com maturidades mais longas – para este ano prevê um valor global limite de 36.648 milhões de meticais (526,4 milhões de euros), preferencialmente em duas emissões mensais, até 05 de dezembro.
Dados da Bolsa de Valores de Moçambique compilados pela Lusa indicam que já foram feitas 14 emissões — incluindo reaberturas de emissões programadas – em 2023, com maturidades de até 10 anos e juros que variam entre os 17 e 19%, tendo assim atingido, até ao momento, praticamente 80% do limite legal de endividamento por OT para este ano.
